About this CVA Program
This program was a part of the CVA portfolio and supported the service delivery of the integrated mobile teams. Before you learn about this program, it is highly recommended to get familiar with the work of mobile teams, their composition, and referrals to the next level of care.
When mobile medical units diagnose a patient with a condition requiring treatment beyond their capacity, such as complex surgeries, specialized diagnostics, or advanced inpatient care, they initiate a referral to a partner hospital. Alongside the medical referral, the patient and their family are assessed for eligibility for a one-time cash grant.


About the Program
A targeted cash assistance program is designed to facilitate specialized medical referrals for patients identified by mobile health teams in rural, conflict-affected areas of Ukraine. This initiative directly addresses the significant financial barriers – primarily transportation – that prevent vulnerable individuals from accessing higher levels of care.
Program Design in 3 Simple Steps

Consultation and Referral
Doctor recognizes the need for next level of care during clinical consultation. He then identifies the service provider and determines if the beneficiary needing the support to cover transportation

Deduplication and Request Submission
If beneficiary needs a support, social worker proceeds with the collection of documents, ensuring de-duplication and accountability. The request for cash and package of documents is submitted to the CVA officer

Validation and Payment
Dedicated CVA officer validates each submission, preparing the payment request to the finance department. Once the Payment request is done, the lead time is around 2 weeks before beneficiary sees the sum in their back account
