Five Years Into Full-Scale War

In this article we will present OCHA vision for the response (HNRP) of the humanitarian community to the protracted crisis in Ukraine.

Since February 2022, over 53,000 civilian casualties have been verified, with a 27% increase in the first ten months of 2025 alone compared to the same period in 2024. But behind these statistics are real people—families making impossible choices, communities trying to survive under relentless pressure.

The nature of the conflict has changed dramatically in 2025. Attacks have intensified and spread deeper into the country, reaching areas that were once considered relatively safe. Homes, hospitals, schools, and power stations have become targets and damaged to the civilian infrastructure is now estimated at more than $200 billion.

Strategic Priority 01

$1.20 Billion (52% of total)

Front Line Support: Rapid multisectoral assistance for communities 0-50km from the front line. Provides life-saving support to civilians facing intense conflict, protection risks, and collapsed basic services. In our previous article, we have emphasized the importance of the frontline response in your CVA programming.

$0.25 Billion (11% of total)

Newly Displaced & Evacuated: Safe and dignified evacuation support with short-term assistance (up to 6 months) for vulnerable newly displaced people. Includes protection-sensitive evacuations, transit center services, and time-bound support in hosting locations to ensure immediate accommodation and access to essential services.

$0.46 Billion (20% of total)

Emergency Strike Response: Swift multisector intervention within 24-72 hours following strikes on civilian areas and critical infrastructure. Provides emergency medical care, search and rescue, and light infrastructure repair. Medium-term support (up to 3 months) ensures continuity of essential services and complements government response.

Protection & Integration: Countrywide protection support for the most vulnerable displaced people and groups at risk of exclusion from social protection networks. Ensures life-saving continuity of care, removes barriers to essential services, prevents vulnerability aggravation, and supports integration into local communities and state services.
