Non-Discrimination

The principle requiring that measures protecting civilians during armed conflict, such as establishing safety zones or ensuring free passage of relief supplies, be applied without discrimination based on race, nationality, religion, or political opinion. Under human rights law, states must guarantee all individuals within their jurisdiction the rights enshrined in the ICCPR and ICESCR without distinction of any kind, including race, color, sex, language, religion, political opinion, national or social origin, property, birth, or other status. This obligation applies in both peace and war.
