Chemical weapons encompass toxic chemicals and their precursors, except when intended for non-prohibited purposes under the relevant convention and in consistent types and quantities; munitions and devices specifically designed to cause death or harm through the toxic properties of such chemicals, which are released upon use; and any equipment specifically designed for direct use in connection with the employment of such munitions and devices.
