A large-scale humanitarian disaster in a country, region, or society marked by a complete or near-total collapse of governance due to internal or external conflict, necessitating a coordinated, multi-sectoral international intervention that exceeds the capacity of any single agency or existing UN country program. Such crises disproportionately impact women and children and demand a diverse set of response measures.
