Humanitarian Access

Humanitarian access is the ability of impartial relief organizations to reach vulnerable populations in need of protection and assistance when national authorities or controlling non-state actors cannot or will not provide it. This right is conditional on the consent of the relevant state or parties, and refusal of access, even if unjustified, does not authorize coercive measures.
