United Nations Security Phases
The United Nations Security Phases are a five-tier system used to manage staff safety at duty stations based on the prevailing security environment. Phase One (Precautionary) advises caution and requires advance clearance for travel. Phase Two (Restricted Movement) confines staff to their residences unless authorized for essential travel. Phase Three (Relocation) involves moving staff or dependents due to significant security deterioration. Phase Four (Programme Suspension) evacuates non-essential international staff, retaining only those critical for emergency or humanitarian operations. Phase Five (Evacuation) mandates the departure of all remaining international staff after approval by the Secretary-General.
