Ukraine’s Ministry of Social Policy, Family and Unity and Norwegian People’s Aid (NPA) signed a Memorandum of Understanding on 13 May 2026 to strengthen the national response to gender-based violence and support for conflict-affected vulnerable populations.
The partnership focuses on three priority areas:
- GBV and conflict-related sexual violence (CRSV) — improving coordination of response mechanisms, including specialist support for survivors of intimate partner violence and conflict-related sexual violence
- Capacity building — strengthening the skills of social sector professionals to deliver quality, person-centred services
- Community-level services — expanding psychosocial support, employment facilitation, and housing assistance at the local level
The stated aim of the MoU is to move away from fragmented crisis assistance toward a comprehensive, integrated support system accompanying survivors through all stages of recovery. The cooperation framework runs through end of 2027.
NPA has been present in Ukraine since May 2022, primarily as a mine action actor — demining remains its signature contribution. This MoU signals a meaningful shift: NPA is broadening its mandate into protection and social response, moving toward a more comprehensive humanitarian role. For GBV coordination in Ukraine, that is a welcome addition of a well-resourced and operationally experienced partner.
