Intervention can include preventive actions before conflict erupts, curative measures to resolve or limit an existing conflict, de-escalating efforts to reduce tension by addressing escalation factors, and escalating interventions to transform a ‘cold’ conflict into active engagement for permanent resolution. A global consensus permits multilateral coercive actions for: preventing and punishing interstate aggression; enforcing peace terms in civil wars if originally set by UN peacemaking; enforcing bans on weapons of mass destruction; limiting conventional arms trade; preventing imminent ecological disasters; preventing genocide; protecting established democracies from armed challenges; and preventing famine and mass epidemics.
