Vulnerability

Vulnerability refers to the characteristics and circumstances of a community, system, or asset that make it susceptible to the damaging effects of a hazard. These characteristics arise from various physical, social, economic, and environmental factors or processes. Vulnerability is distinct from capacity, which encompasses the positive factors that enhance a community’s ability to anticipate, cope with, resist, and recover from hazards.
