Military Assistance

The deployment of military forces to support humanitarian operations in complex emergencies, including protecting aid delivery, providing logistics, monitoring disarmament, arresting war criminals, and safeguarding civilians. Military and Civil Defence Assets (MCDA) refer to personnel, equipment, supplies, and services from foreign military and civil defense organizations used for international humanitarian relief, as outlined in the Oslo Guidelines. Civil defense organizations are those performing functions specified in Additional Protocol I to the Geneva Conventions, and when under UN control, these assets are termed UN MCDA.
