Veto

The power to unilaterally block or reject a decision or proposal, most notably exercised by the five permanent members of the UN Security Council, where any one of them can prevent a resolution from passing. A ‘sixth veto’ refers to the collective opposition of the seven non-permanent members, which can also effectively block a resolution.
