Security Dilemma

The security dilemma occurs when one state’s efforts to increase its own security, such as by building up its military, provoke other states to respond in kind, leading to heightened tensions and greater insecurity for all involved. This dynamic can create a self-reinforcing cycle of mistrust and arms racing, often called the spiral of insecurity.
