States that disregard established international norms and conventions, often marked by authoritarian governance, support for terrorism, and pursuit of weapons of mass destruction. The designation can be leveraged diplomatically, such as when a country is removed from a terrorism list in exchange for political concessions or when a veto on international financial assistance is lifted.
