A failed state is a political entity where the government has lost the ability to exercise effective control over its territory, provide basic public services, or maintain a monopoly on the legitimate use of force. Such states are characterized by widespread lawlessness, economic collapse, and the absence of functioning institutions, often creating safe havens for non-state armed groups.
