About

USAID/BHA was established in 2020 through the merger of the Office of U.S. Foreign Disaster Assistance (OFDA) and Food for Peace (FFP), consolidating U.S. government humanitarian response under a single bureau. It operates globally through grants and cooperative agreements with NGOs, UN agencies, and other implementing partners, providing emergency food, health, WASH, shelter, protection, and early recovery assistance in over 60 countries annually.

USAID/BHA was the single largest bilateral donor to Ukraine’s humanitarian response since the full-scale invasion, committing approximately $3.8 billion through FY2024 — including roughly $566 million in BHA-specific funding for FY2024 alone. Programmes spanned emergency health care, WASH, shelter, food assistance, protection, and MHPSS for internally displaced persons and conflict-affected populations in frontline areas. Following a January 2025 executive order, the majority of active USAID-funded programmes in Ukraine were frozen, placing significant pressure on implementing partners and creating operational gaps across the humanitarian system.

The U.S. Agency for International Development – Bureau for Humanitarian Assistance (USAID/BHA) is the principal U.S. government body for international disaster and humanitarian response, providing funding, technical assistance, and direct commodity support to partners worldwide. It leads the U.S. civilian humanitarian response for natural disasters and complex emergencies.

Ukraine Commitment

The largest single-country bilateral humanitarian donor to Ukraine since 2022, providing approximately $3.8 billion in total humanitarian assistance through FY2024; the majority of 2025 programmes were frozen following an executive order in January 2025, creating significant operational uncertainty for implementing partners.
