About
UNDP was established in 1966 and operates as a UN system fund, financed through voluntary contributions. It works across all phases of development and crisis response, with particular expertise in governance, rule of law, social protection systems, energy, and local development. UNDP frequently serves as a key early recovery partner as humanitarian crises transition toward stabilization.
UNDP Ukraine has dramatically scaled up since the 2022 full-scale invasion, becoming one of the largest UNDP country operations globally. Key workstreams include energy resilience (supporting municipal and health facility energy systems through generator and solar photovoltaic installations), social protection, recovery and damage assessment, mine action data management, and local governance support. UNDP administers several multi-donor trust funds active in Ukraine and serves as a critical coordination actor between the Ukrainian government and the international donor community.
The United Nations Development Programme (UNDP) is the UN’s lead development agency, working in about 170 countries on poverty reduction, democratic governance, environmental sustainability, and crisis recovery. In humanitarian settings, UNDP focuses on early recovery, livelihoods, and building resilience alongside emergency relief.
Ukraine Commitment
UNDP Ukraine has one of the largest country office budgets in the agency’s portfolio since 2022, implementing programmes on energy resilience (including generator and solar procurement), governance, social protection, mine action support, and recovery planning across government-controlled territory.
