About
State/PRM was established in 1979 and manages U.S. humanitarian assistance for refugees and conflict-affected populations, distinct from USAID/BHA’s broader humanitarian mandate. It funds UNHCR’s global operations, IOM, and a network of U.S.-based NGO implementing partners (including the International Rescue Committee, IRC; International Medical Corps; and others). State/PRM administers the U.S. Refugee Admissions Programme (USRAP) domestically and funds protection and durable solutions programming internationally.
State/PRM was a major funder of Ukraine’s refugee and IDP response, channelling protection, legal aid, documentation support, shelter, and livelihoods programming through UNHCR, IOM, and NGO partners. Following the January 2025 executive order, State/PRM Ukraine programming was significantly disrupted, creating gaps particularly in protection and MHPSS services for the most vulnerable IDPs. Residual programming that remained active under waivers continued with reduced coverage.

Ukraine Commitment
State/PRM provided substantial funding for Ukraine’s refugee and IDP response since 2022, channelling grants through UNHCR, IOM, and NGO partners for protection, shelter, legal assistance, and durable solutions; like USAID/BHA programmes, State/PRM Ukraine funding was significantly affected by the January 2025 funding freeze.
