About
SlovakAid was established in 2003 and manages Slovak bilateral ODA primarily in Eastern Europe (Ukraine, Moldova, Georgia, Belarus) and in the Western Balkans. Slovakia’s ODA budget is modest by Western European standards but geopolitically significant given its location and Eastern Partnership focus. SlovakAid channels funding through Slovak NGOs, state institutions, and direct bilateral grants.
Ukraine is SlovakAid’s primary ODA partner country, receiving the largest share of Slovak bilateral assistance since 2022. SlovakAid has funded emergency humanitarian supplies, civil society support, education continuity, governance, and health access programmes in Ukraine. Slovakia’s role as a transit and host country for Ukrainian refugees also creates programming linkages between its domestic integration support and in-country Ukraine programming. For NGO partners, SlovakAid’s Ukraine window — while smaller in volume — provides access to a bilateral donor with strong political commitment to the country.
SlovakAid is Slovakia’s official development cooperation programme, managed by the Slovak Agency for International Development Cooperation under the Ministry of Foreign Affairs. It focuses on democratic governance, civil society, education, and humanitarian assistance in Eastern Partnership countries, with Ukraine as its primary priority.
Ukraine Commitment
Slovakia has prioritized Ukraine as its leading ODA recipient since 2022, with SlovakAid funding humanitarian, governance, and civil society programmes; Slovakia has also been a key transit and host country for Ukrainian refugees.
