SDC was established in 1961 and operates under the Federal Department of Foreign Affairs, managing Swiss humanitarian aid and development cooperation in approximately 80 countries. SECO, under the Federal Department of Economic Affairs, focuses on macroeconomic reform, trade, private sector development, and investment in middle-income countries. Together, they implement Switzerland’s annual ODA budget of approximately CHF 3 billion.
Switzerland has been deeply engaged in Ukraine across both SDC (humanitarian and community-level development) and SECO (macroeconomic stabilization, trade). The 2023–2027 Ukraine programme commits CHF 1.5 billion and covers emergency health, protection, MHPSS, water, sanitation, livelihoods, and economic recovery. Switzerland co-hosts international Ukraine Recovery Conference (URC) events and plays a significant coordination role. SDC’s humanitarian window is particularly relevant for NGO partners such as CARE seeking flexible, principled humanitarian funding in conflict-affected oblasts.
The Swiss Agency for Development and Cooperation (SDC) and the State Secretariat for Economic Affairs (SECO) are Switzerland’s two principal ODA implementing bodies. SDC manages humanitarian and development programmes in low-income and fragile settings; SECO focuses on economic cooperation in middle-income countries, including transition economies.
Ukraine Commitment
Switzerland has pledged CHF 1.5 billion for Ukraine for 2023–2027, delivered through SDC humanitarian programmes, SECO economic cooperation, and diplomatic engagement; Switzerland co-chairs key humanitarian coordination mechanisms and is active across health, protection, water, and economic recovery sectors.
