Norad was established in 1968 and manages the Norwegian government’s development cooperation and quality assurance functions for ODA, working under the Ministry of Foreign Affairs. Norway is consistently among the top per-capita ODA contributors in the world, channelling support through bilateral programmes, multilateral organizations, and Norwegian and international NGOs.

Norway launched the Nansen Support Programme for Ukraine in 2023, committing NOK 75 billion over five years (2023–2027) — a historic commitment encompassing humanitarian response, military aid, economic stabilization, and reconstruction. Within the humanitarian envelope, Norad funds health, WASH, protection, food security, and civil society programming in Ukraine, with a focus on principled, multi-year support to enable partners to operate in challenging access environments. Norwegian-funded partners include UN agencies, the Red Cross movement, and international NGOs working across frontline and conflict-affected oblasts.

The Norwegian Agency for Development Cooperation (Norad) manages Norwegian ODA under the Ministry of Foreign Affairs, funding both development and humanitarian programmes globally. The Nansen Support Programme for Ukraine is Norway’s dedicated multi-year framework for Ukraine assistance, covering humanitarian, recovery, and civil society support.

Ukraine Commitment

Norway pledged NOK 75 billion (~€6.5 billion) to Ukraine over the period 2023–2027 under the Nansen Support Programme, making it one of the most significant per-capita donors globally; funding covers humanitarian response, military support, economic recovery, and reconstruction.
