MFAT was established in 1943 and manages New Zealand’s external relations, trade agreements, and development cooperation. New Zealand responded to the Ukraine crisis with a dedicated assistance package announced in 2022, comprising contributions to UNHCR, ICRC, and bilateral NGO funding for emergency health, shelter, and protection programming. While New Zealand’s total Ukraine ODA is modest in absolute terms relative to larger G7 donors, it demonstrates a principled commitment to the international humanitarian response. MFAT’s Ukraine funding is most accessible through its multilateral channel contributions rather than direct bilateral NGO grants for non-New Zealand organizations.
