About
Global Affairs Canada was formed in 2015 by merging the former Department of Foreign Affairs, Trade and Development. As a G7 member, Canada has historically been a significant bilateral and multilateral donor, channelling ODA through Canadian and international NGOs, UN agencies, and development finance institutions. GAC’s Feminist International Assistance Policy (2017) emphasizes gender equality and women’s empowerment across all programming.
Canada has been among Ukraine’s strongest supporters since the 2014 Euromaidan and dramatically scaled up its engagement after February 2022, committing over CAD 9 billion in total assistance. GAC’s humanitarian funding covers emergency health, WASH, shelter, food security, protection, and MHPSS, delivered through UN partners and NGOs. Canada also co-chairs key donor coordination mechanisms and has been an active contributor to the Ukraine Humanitarian Fund (UHF), ensuring flexible pooled resources reach the most acute needs.
Global Affairs Canada (GAC) is Canada’s central foreign ministry, responsible for managing foreign policy, trade, and international development and humanitarian assistance. Canada’s international aid is delivered through GAC’s International Assistance Envelope, funding multilateral partners, Canadian NGOs, and bilateral programmes.
Ukraine Commitment
Canada has pledged over CAD 9 billion in total support to Ukraine since 2022, with GAC’s humanitarian envelope funding multi-sector emergency response through UN agencies and NGO partners; Canada has also contributed to the Ukraine Humanitarian Fund and other pooled mechanisms.
