About
Finnfund was established in 1980 and invests equity, loans, and guarantees in private sector companies in developing and emerging economies, with a particular focus on clean energy, sustainable forestry, financial sector, and ICT. Finland MFA manages Finnish ODA policy and bilateral development cooperation, channelling grants through Finnish NGOs (Fingo), multilateral organizations, and direct bilateral programmes. Finland is a consistent top-five ODA donor as a share of GNI.
Finland significantly increased Ukraine support since 2022 across multiple tracks, including MFA humanitarian grants to NGOs and UN agencies, military assistance, and refugee integration support for Ukrainians in Finland. Finnfund has explored private sector investment instruments for Ukraine’s economic recovery, particularly in energy and SME finance. For NGO partners, Finnish MFA’s bilateral humanitarian window — often accessed through Finnish NGO platform (Fingo) partnerships or direct UN contributions — is the primary channel for Finland’s humanitarian funding to Ukraine.
Finnfund is Finland’s development finance company, providing long-term risk capital to private sector projects in developing countries; Finland’s Ministry for Foreign Affairs (MFA-FI) separately manages Finnish bilateral ODA including humanitarian assistance grants and development cooperation. Together they represent Finland’s international development and investment engagement.
Ukraine Commitment
Finland has provided substantial support to Ukraine across humanitarian, military, and development tracks since 2022; Finland MFA manages bilateral humanitarian grants for Ukraine through Finnish NGOs and UN partners, while Finnfund supports private sector recovery investments.
