About
Expertise France was created in 2015 through the merger of several French public technical cooperation agencies and integrated into the AFD Group in 2021. It mobilizes French and international expertise for public sector capacity building in over 100 countries, often implementing EU-funded, AFD-funded, or bilateral technical assistance programmes. Key sectors include governance, health, education, environment, and security.
Expertise France has expanded rapidly in Ukraine since 2022, implementing EU-funded technical assistance for public administration reform, anti-corruption agency strengthening, EU accession negotiation preparation, and health system governance. Its role is distinct from direct service delivery NGOs — Expertise France provides institutional advisory, process design, and human capital support to Ukrainian government entities. For health-sector actors, Expertise France’s relevance is in health system governance reform (MoH capacity, health financing, quality standards), which shapes the operational environment for NGO health partners.

Ukraine Commitment
Expertise France has expanded its Ukraine technical assistance portfolio since 2022, supporting public administration reform, anti-corruption measures, EU accession preparation, and health system governance, often in coordination with EU-funded technical assistance mechanisms.
