About
Enabel was established in 1998 (formerly BTC – Belgian Technical Cooperation) and implements Belgium’s ODA through project-based technical cooperation in approximately 20 priority countries. Belgium is a member of the EU and DAC, channelling approximately €600 million annually in ODA through Enabel, multilateral organizations, and Belgian NGO co-financing programmes.
Enabel expanded its Ukraine engagement after 2022, primarily through EU-coordinated mechanisms and direct bilateral programming in health system support and institutional capacity building. Belgium has also contributed to multilateral Ukraine mechanisms. For NGO partners, Enabel’s most direct relevance is through the Belgian government’s humanitarian aid budget (separate from Enabel) and the Belgian Development Cooperation NGO co-financing framework, which supports Belgian and international civil society organizations working in Ukraine.
Enabel is Belgium’s development cooperation agency, implementing Belgian ODA programmes across health, education, agriculture, governance, and fragile states on behalf of the Belgian government and other commissioners. It works primarily through technical cooperation and institutional capacity building.
Ukraine Commitment
Belgium and Enabel have committed to Ukraine support through bilateral technical assistance, EU-coordinated mechanisms, and contributions to pooled funds; Enabel’s Ukraine engagement has expanded since 2022, with a focus on health system support and governance.
