About
DG NEAR was established as the European Commission’s directorate responsible for European Neighbourhood Policy (ENP) and accession negotiations. It manages several flagship financial instruments, including the Instrument for Pre-Accession Assistance (IPA) for candidate countries and the European Neighbourhood Instrument (ENI), with a focus on political association, economic integration, and institutional reform.
The Ukraine Facility — adopted by the EU in February 2024 — is a €50 billion framework providing budgetary support, project financing, and technical assistance to Ukraine for the period 2024–2027. It is structured around a Ukraine Plan submitted by the Ukrainian government, with disbursements conditional on reform milestones (governance, anti-corruption, rule of law, energy transition). Health system reconstruction, including primary care infrastructure and medical supply chain reform, is one of the supported sectors. DG NEAR coordinates implementation with the EU Delegation in Kyiv and the Ukrainian Cabinet of Ministers.

The Ukraine Facility is a €50 billion instrument (2024–2027) supporting Ukraine’s macroeconomic stability, recovery, reconstruction, and EU accession reforms.
Ukraine Commitment
The Ukraine Facility provides up to €50 billion over 2024–2027 in grants, loans, and loan guarantees — the EU’s primary long-term reconstruction and reform instrument for Ukraine — covering energy, transport, health system reconstruction, governance, and anti-corruption reform.
