About
DFAT was established in 1987 through the merger of the Departments of Foreign Affairs and Trade, combining diplomacy and development cooperation. Australia’s ODA is primarily focused on the Indo-Pacific region but includes a Global ODA programme for crisis response and multilateral contributions. DFAT channels humanitarian assistance through the Australian Humanitarian Partnership (AHP) — a framework agreement with a consortium of Australian NGOs — and through UN agencies.
Australia has been a consistent supporter of Ukraine since 2022, committing over AUD 1 billion encompassing humanitarian aid, military assistance, and development/reconstruction support. DFAT’s humanitarian component funds UN agencies and NGOs for health, WASH, shelter, protection, and food security. Australia has also contributed to multilateral mechanisms including the Ukraine Humanitarian Fund and World Bank URTF. For international NGOs, DFAT’s AHP framework and bilateral humanitarian grants are the primary access points for Australian funding.

Ukraine Commitment
Australia has provided over AUD 1 billion in total support to Ukraine since 2022, including humanitarian contributions channelled through UN agencies and NGOs, military aid, and contributions to multilateral reconstruction mechanisms; DFAT manages the civilian assistance components.
