About
The CEB was established in 1956 and is headquartered in Paris. As the Council of Europe’s development bank, it supports member states’ social investment needs — affordable housing, education, health care, labour integration, and social infrastructure — rather than competing with the World Bank or EBRD on commercial or large infrastructure projects. CEB is particularly active in Central and Eastern Europe.
The CEB mobilized dedicated Ukraine-related financing from 2022, providing loans both to Ukraine directly (where possible given the security environment) and to Council of Europe member states hosting significant Ukrainian refugee populations (particularly Poland, Czech Republic, Slovakia, and Romania). CEB financing supports social housing for refugees, health and education facility capacity increases, and social protection expenditures. Its social mandate makes it a relevant long-term financing partner for health system resilience investments in Ukraine during recovery.

Ukraine Commitment
CEB has provided substantial loans to Ukraine and Ukraine-hosting Council of Europe member states for refugee-related social infrastructure, social protection financing, and health and education facility rehabilitation as part of its Ukraine response.
