Organization: The Crisis and Support Center
About
Since 2022, the French Crisis and Support Centre (CDC-S) has been one of the key French humanitarian funding and coordination mechanisms supporting Ukraine’s emergency response and early recovery efforts. Through direct humanitarian operations, logistical assistance, and grants to international organizations and NGOs, CDC-S has supported activities across eastern, southern, and central regions of Ukraine, including frontline and displacement-affected oblasts such as Donetsk, Kharkiv, Kherson, Mykolaiv, Zaporizhzhia, Chernihiv, Kyiv, Odesa, Poltava, Lviv, and Zhytomyr.
Part of the interventions were implemented close to active combat zones, while others focused on communities hosting internally displaced persons (IDPs) and vulnerable populations affected by the war.

French-supported humanitarian initiatives have focused on strengthening healthcare delivery, medical evacuation systems, humanitarian logistics, WASH services, protection programming, and support to frontline communities and internally displaced populations.
Ukraine Commitment
To respond swiftly to the crisis in Ukraine, the French Ministry for Europe and Foreign Affairs mobilized multiple departments, with the Crisis and Support Centre (CDCS) taking a leading role from the start. Additionally, the United Nations, International Organizations, Human Rights and Francophonie Directorate allocated voluntary funding to support various UN agencies and humanitarian programs.
Through the CDCS and backed by the EU Civil Protection Mechanism, France has executed approximately 60 logistical operations. These efforts delivered thousands of tons of humanitarian aid to Ukraine and its neighbors, including Romania and Moldova, totaling nearly €63 million in value.
