The Netherlands Ministry of Foreign Affairs manages Dutch ODA policy and channels humanitarian and development funding through multilateral organizations, the Dutch NGO co-financing system, and bilateral agreements. RVO implements specific grant and subsidy programmes, including those for private sector development and climate-linked development finance. The Netherlands has been a consistent top-ten global humanitarian donor.
Following the 2022 invasion, the Netherlands rapidly scaled up Ukraine support to over €2 billion, channelled through both humanitarian (BHA-equivalent for WASH, health, shelter, protection, food security) and development tracks. Dutch humanitarian funding includes contributions to the UHF, UNICEF, UNHCR, and bilateral NGO grants. The Netherlands is also active in Ukraine’s agricultural reconstruction and private sector recovery financing. BZ/RVO relevance for NGO partners lies primarily in the bilateral NGO grant windows and co-financing opportunities within the broader Dutch Ukraine support framework.
The Netherlands Ministry of Foreign Affairs (BZ) and the Netherlands Enterprise Agency (RVO) together manage Dutch ODA, including humanitarian assistance, development cooperation, and trade-linked development finance. BZ sets policy and funds multilateral and NGO channels; RVO implements delegated grant programmes and private sector instruments.
Ukraine Commitment
The Netherlands pledged over €2 billion in total support to Ukraine in 2022–2023, including humanitarian aid through UN agencies and NGOs, economic stabilization support, and reconstruction financing; the Dutch government has also supported Ukraine through EU mechanisms and bilateral diplomatic channels.
