About
AICS was established in 2016 following reform of Italy’s development cooperation law and implements Italian bilateral ODA on behalf of the Ministry of Foreign Affairs. Italy is a G7 country and EU member, contributing to multilateral development assistance through the EU, UN agencies, and bilateral programmes. AICS focuses on sub-Saharan Africa, the Mediterranean, and the Middle East, with Ukraine engagement growing since 2022.
AICS significantly expanded its Ukraine engagement following the 2022 invasion, opening a country office in Kyiv and funding health facility rehabilitation, humanitarian emergency supplies, mine action support, and governance programmes. Italian contributions to EU mechanisms (DG ECHO, Ukraine Facility) supplement AICS’s bilateral programming. AICS also co-finances Italian NGOs active in Ukraine through its NGO partnership framework, making it a relevant contact for Italian civil society organizations with Ukraine programming.
The Italian Agency for Development Cooperation (AICS) is Italy’s government agency for ODA implementation, funding bilateral development and humanitarian programmes across health, food security, WASH, education, and institutional support in approximately 50 countries.
Ukraine Commitment
Italy and AICS have provided humanitarian and development assistance to Ukraine since 2022, including health facility rehabilitation, humanitarian supplies, and contributions to EU mechanisms; AICS maintains a country office in Kyiv to coordinate bilateral programmes.
