About

AFD was founded in 1941 and serves as France’s principal development finance institution and implementing agency for French ODA. It provides loans, grants, and guarantees to governments, local authorities, and private sector actors, working across climate, health systems, urban infrastructure, agriculture, and education. AFD also manages grant instruments for NGO partnerships and research.

AFD significantly expanded its engagement with Ukraine following the 2022 invasion, co-financing through the EU Ukraine Facility and providing direct loans and technical assistance for energy infrastructure reconstruction. France’s broader Ukraine commitment includes contributions to the G7 Extraordinary Revenue Acceleration (ERA) loan, multilateral trust funds, and European coordination mechanisms. For health sector actors, AFD’s Ukraine engagement is primarily at the systems finance level — hospital infrastructure, supply chain modernization, and health financing reform — rather than direct service delivery.

Ukraine Commitment

France and AFD have significantly engaged in Ukraine recovery financing since 2022, including contributions to the Ukraine Facility, loans for energy and infrastructure reconstruction, and technical assistance through Expertise France; AFD’s Ukraine engagement focuses primarily on recovery and infrastructure finance rather than direct humanitarian delivery.
