About
AECID was established in 1988 under the Spanish Ministry of Foreign Affairs and operates in approximately 50 countries across all major developing regions. Spain is a G20 economy and EU member, channelling ODA through AECID bilateral programmes, EU mechanisms, and contributions to multilateral organizations. AECID has a particular geographic emphasis on Latin America and the Maghreb but has expanded engagement with Ukraine since 2022.
Spain and AECID increased Ukraine-related ODA after 2022, primarily through EU mechanisms (DG ECHO humanitarian funding, Ukraine Facility contributions) and bilateral Spanish NGO grants for humanitarian response. Spain also became a significant host country for Ukrainian refugees. For NGO partners, AECID is most relevant for Spanish civil society organizations with Ukraine operations, though its bilateral Ukraine-specific envelope for international NGOs is modest relative to Nordic, German, or UK donors.
The Spanish Agency for International Development Cooperation (AECID) is Spain’s primary development cooperation agency, implementing bilateral ODA programmes in Latin America, sub-Saharan Africa, the Arab world, and Asia across health, education, governance, humanitarian action, and economic development.
Ukraine Commitment
Spain and AECID have provided humanitarian and development assistance to Ukraine since 2022, including contributions to EU mechanisms (DG ECHO, Ukraine Facility), bilateral NGO funding, and technical cooperation; Spain also hosts a significant Ukrainian refugee population.
