About

ADA was established in 2004 under the Austrian Development Cooperation Act and manages Austria’s bilateral ODA in priority countries and regions, including the Western Balkans, Eastern Africa, Middle East, and fragile states. It operates through project grants, co-financing with NGOs, and technical cooperation.

Australia significantly increased its Ukraine engagement after 2022, with ADA managing bilateral programmes including health sector support, WASH infrastructure, and humanitarian contributions to UN agencies. Austria’s EU membership makes it a contributor to EU mechanisms for Ukraine, including DG ECHO and the Ukraine Facility. For NGO partners, ADA’s relevance lies in its NGO co-financing windows and bilateral health system programmes, though Austria’s direct ODA for Ukraine is smaller relative to its larger EU, Nordic, and North American counterparts.

The Austrian Development Agency (ADA) is the implementing agency of Austrian Development Cooperation, funding bilateral and multilateral projects in health, water, education, economic development, and humanitarian assistance in approximately 20 priority countries.

Ukraine Commitment

Austria has contributed to Ukraine through ADA bilateral programmes, EU mechanisms, and humanitarian contributions to UN agencies; ADA’s Ukraine engagement spans health system support, water infrastructure, and humanitarian assistance to conflict-affected populations.
