civilian

A civilian is any individual who is not a member of armed forces or organized armed groups engaged in hostilities. Such persons are entitled to protection from direct attack unless and for such time as they take a direct part in combat operations. In cases of uncertainty regarding a person’s status, they are presumed to be a civilian.
