Ukraine Tightens MoH Oversight of Global Fund Grant Procurement

On 27 May 2026, the Cabinet of Ministers of Ukraine adopted Resolution No. 682, amending the Procedure for the Use of Global Fund Grants for HIV/AIDS, Tuberculosis, and Malaria Prevention in Ukraine.

The key change: the Ministry of Health (MoH) now has a formal role in approving procurement plans submitted by principal recipients before grant funds can be spent. The MoH has 10 working days to approve or return the plan with objections; if it does not respond, the plan is deemed approved.

The MoH is clearly seeking a tighter grip on programmes implemented by NGOs and CSOs under Global Fund grants.

At first glance, this is a move to harmonise national and international efforts and finances into a single, result-driven response to HIV and tuberculosis in Ukraine.

At the same time, there are risks of concentrating too much power in the hands of bureaucrats, creating an environment conducive to favoritism, cronyism, and corruption in the allocation of funds.
