Ukraine Launches Unified Portal with Over 45 Services for Internally Displaced Persons

Ukraine’s Ministry of Social Policy, Family and Unity has launched a unified digital portal at vpo.gov.ua consolidating more than 45 services available to internally displaced persons (IDPs). The platform was announced by Minister Denis Ulyutin on 20 May 2026 at the national IDP-Government dialogue “Together for Solutions” held in Odesa at the initiative of the NGO “IDPs of Ukraine”.

The portal organises available state support across six sectors:

  • Health and social protection
  • Mental health
  • Legal aid
  • Livelihoods and education
  • Financial aid
  • Dwellings and habitat

Housing remains a central government priority. The Ministry has finalised a dedicated IDP Housing Strategy addressing key gaps, with programmes covering rent reimbursement, social mortgage access, and incentives for businesses rehabilitating condominiums and residential properties in rural areas.

Two recent policy changes expand access to financial support. IDPs previously denied housing assistance due to exceeding income thresholds may resubmit applications following updated eligibility criteria — with a deadline of 1 June 2026. Separately, the Ministry has broadened monthly payment eligibility so that IDP children receive disbursements regardless of their family’s total income.
