From 4 May 2026, Ukraine’s «Доступні ліки» (Affordable Drugs) reimbursement programme has entered a new era. The updated list — approved by the Ministry of Health and administered by the National Health Service of Ukraine (NHSU/НСЗУ) — adds the complete portfolio of novel oral anticoagulants (NOACs) as well as the country’s first SGLT2 inhibitor entries. This is a major shift for millions of Ukrainians managing atrial fibrillation, deep vein thrombosis, pulmonary embolism, heart failure, and type 2 diabetes.
Why This Matters: Two Historic Firsts
Full NOAC Coverage — Closing a Critical Gap
Anticoagulation therapy is a cornerstone of modern cardiovascular medicine. Until now, Ukrainian patients prescribed apixaban (Eliquis), dabigatran (Pradaxa), or rivaroxaban (Xarelto) bore the full out-of-pocket cost. A 60-tablet pack of Eliquis could cost over 1,000 UAH monthly — prohibitive for pensioners and conflict-affected populations on fixed incomes. The new reimbursement mechanism changes this: the state covers a fixed amount per pack, with the patient’s co-pay depending on pharmacy pricing.
SGLT2 Inhibitors — A Breakthrough Class Enters the List
The inclusion of dapagliflozin (Forxiga) and empagliflozin (Jardiance) is equally significant. SGLT2 inhibitors have revolutionised the management of type 2 diabetes not merely through glucose lowering but through demonstrated reductions in hospitalisation for heart failure and other complications.
How Much does the State Reimburse
For the new originator molecules, the state applies a fixed reimbursement per pack — a new pricing mechanism under the Affordable Drugs framework. The patient’s actual co-pay depends on the retail price at the specific pharmacy.

- Xarelto (rivaroxaban) 20 mg #28 — State covers: 509.61 UAH (~55%)
- Xarelto (rivaroxaban) 20 mg #100 — State covers: 1,630.94 UAH (~50%)
💡 Feniks (rivaroxaban) — the generic equivalent — is available completely free of charge within the programme. The patient pays nothing.

- Jardiance (empagliflozin) 10 mg #30 — State covers: 848.53 UAH (~90%)
